Secretary’s Minutes
Meeting called to order on October 26, 2014 at 2:11 pm by Whitney Reed.

Old Business:
Treasurer’s Report:
Jack Speakman presented the treasurer’s report for the 2013-2014 fiscal year that ended on 9/30/14. DCCA had a total increase in profit of $6,690. Jean Avery motioned to accept the treasurer’s report, seconded by Dianne Prost.
Secretary’s Report:
Danielle Dixon presented the minutes from the membership meeting on September 14, 2014. No changes. Ben Hawkins motioned to accept the minutes, seconded by Jean Avery.
New Business:
Email Campaign:
Whitney Reed reached out to all current and past members via email, inviting them to today’s meeting. She also reached out to non-members, including rec programs, all-star programs, coaches at football games, school Ads, and Pop Warner to try to get new members to join DCCA.
If any members know of an organization that may be interested, please let Whitney know or give Whitney’s contact information to the organization.
Date/Location: States will be held at Smyrna High School on March 8, 2015.
Due to conflicting schedules with the qualifiers, March 8th was the only available date for States.
Smyrna High School was the only school that submitted a bid that was available on March 8th.
DCCA is now accepting bids from schools for the 2016 State Championship. Please email bids to one of the board members.
Scholarships: due to decreased number of applicants, DCCA will be reducing the number of scholarships from 6 to 2 this year. 2 - $2,000.00 scholarships will be awarded to HS Seniors. The applicants will all be judged together and will not be separated by School or All-Star, as it was done in the past. The scoring rubrics and grade percentage have been revised this year.
Scholarship rubric to be revised by the committee and submitted to the board for approval. Anyone interested should contact Rhiannon Salsman.

Rubrics/Score Sheets: Score sheets and rubrics are being revised. HS/MS will be similar to last year, except we will be using specialized scoring this year. We are still waiting to find the USASF score sheets online for Rec & All-Star. Delaware Edge will email score sheets to Danielle Dixon.
District Teams:
There has been a lot of discussion this year regarding District Teams. Whitney Reed and Danielle Dixon reached out to several other organizations including the Smyrna HS Athletic Director, Tommy Neubauer from DIAA to get the exact wording from the Spirit Rules, Varsity (UCA & NCA), EPIC Brands, and Cheer and Dance Extreme. It was presented as a hypothetical situation, asking how that team would need to register for their events, and all responses were similar stating that the team would need to register Rec or All-Star. We arrived at two options for District Teams. One option was to have them compete in the Rec or All-Star divisions. The other option was to allow them to compete in the Middle School or High School division since there is no rule in the packet stating teams cannot be combined. The board discussed the options and scenarios and the final decision was to allow the teams to compete as Middle School or High School teams in the divisions we have now.
Final Vote – 4 In Favor (Rhiannon Salsman, Dianne Prost, Jean Avery, Kennika Caesar); 2 Opposed (Jack Speakman, Danielle Dixon); Brian Payne was not present at the meeting; Whitney Reed does not vote unless there is a tie, per the bylaws
Qualifier Schedule: Schedule is the same as presented as the last meeting.

There was a question regarding CFC and who the actual host was and if they were a member of DCCA. The payment and application came from Serena Andrews, but Jeff Martino was contacted and stated that CFC was still under his organization. The schedule for this year has already been approved and will stay as it is, but the Board will reach out to Wilmington University to see how it should be handled next year.

Committees: Committee chairs will remain the same as last year. Sign-up sheet went around for members to sign up for committees. Danielle Dixon will email the membership on Monday to allow the rest of the membership to sign up for committees they are interested in helping with this year.

Good of the Cause: Any other suggestions/questions/concerns from the membership:
Ashley Callahan suggested doing something to promote sportsmanship, such as a BBQ or Dance Party for the cheerleaders after states, to allow them to interact with each other outside of the competitions. Sportsmanship Committee will look into these suggestions and possibly holding one of these events this season.
Board Meetings: Board meetings are open to the general membership. Meetings will be held the Third Wednesday of every month at Smyrna High School at 630pm. Please let Whitney Reed know if you are planning on attending so she can plan for dinner and give access to the building. The building is locked after hours. Anyone attending the meetings will need to park out front in front of the main entrance and call Whitney when they arrive.
Next General Membership Meeting: January 11, 2015 at Klondike Kates in Newark. Lunch at 12pm, Meeting at 1pm.
